17 But with whom was he grieved forty years? was it not with them that had sinned, whose carcases fell in the wilderness? 18 And to whom sware he that they should not enter into his rest, but to them that believed not? 19 So we see that they could not enter in because of unbelief.

Hebrews 3:17–19 — New Living Translation (NLT)

17 And who made God angry for forty years? Wasn’t it the people who sinned, whose corpses lay in the wilderness? 18 And to whom was God speaking when he took an oath that they would never enter his rest? Wasn’t it the people who disobeyed him? 19 So we see that because of their unbelief they were not able to enter his rest.

17 Now with whom was He angry forty years? Was it not with those who sinned, whose corpses fell in the wilderness? 18 And to whom did He swear that they would not enter His rest, but to those who did not obey? 19 So we see that they could not enter in because of unbelief.

He was talking to those who did not obey him. 19 So we see they were not allowed to enter and have God’s rest, because they did not believe.

Hebrews 3:17–19 — American Standard Version (ASV)

17 And with whom was he displeased forty years? was it not with them that sinned, whose bodies fell in the wilderness? 18 And to whom sware he that they should not enter into his rest, but to them that were disobedient? 19 And we see that they were not able to enter in because of unbelief.

Was it not with those who had sinned, whose carcases fell in the wilderness? 18 And to whom sware he that they should not enter into his rest, but to those who had not hearkened to the word? 19 And we see that they could not enter in on account of unbelief;)

Hebrews 3:17–19 — GOD’S WORD Translation (GW)

17 With whom was God angry for 40 years? He was angry with those who sinned and died in the desert. 18 Who did God swear would never enter his place of rest? He was talking about those who didn’t obey him. 19 So we see that they couldn’t enter his place of rest because they didn’t believe.
