Numbers 7:89

89 And when Moses went into the tent of meeting gto speak with the Lord, he heard hthe voice speaking to him from above the mercy seat that was on the ark of the testimony, from between the two cherubim; and it spoke to him.

Numbers 7:89 — The New International Version (NIV)

89 When Moses entered the tent of meeting to speak with the Lord, he heard the voice speaking to him from between the two cherubim above the atonement cover on the ark of the covenant law. In this way the Lord spoke to him.

The cherubim were over the place where sin is paid for. It was the cover on the ark where the tablets of the covenant were kept. The Lord spoke with Moses there.
